Driving License in Mumbai, Maharashtra

As one of the most significant documents one can possess, applying for a driving license is one of the most important processes that must be undertaken. A valid driving license allows its holder to operate motorized vehicles anywhere in the country, and it also serves as proof of age, address and identity. However, the process to obtain the driving license is known to be long and tedious, often confusing many. Mumbai, and most places in the state of Maharashtra, has taken a step in the right direction, simplifying the process significantly by digitalizing most forms, applications etc.

Eligibility for Getting a Driving License

• Prior to obtaining the driving license, a learning license is issued for a temporary period during which you are expected to learn how to drive the motorized vehicle completely.
• A learning license issued in Mumbai is valid only in the state of Maharashtra, whereas a permanent driving license is valid across the country.
• To be able to apply for a driving license, the candidate must be at least 16 years of age for two wheeler vehicles, and 18 years of age for four wheeled vehicles, with or without gears.
• Any able bodied citizen, regardless of gender, caste, etc. can obtain a license.
• Commercial licenses are generally issued for those above the age of 20 only.

How to apply for Learner’s License in Mumbai

For those who wish to go through the process on their own, without the use of middle men in the form of driving schools, here is a breakdown of the process.

• Register online for your learning license. The state of Maharashtra has digitalized the appointment making process significantly, and therefore this can be done easily from the comfort of your home.
• The registration form can be found at https://sarathi.nic.in:8443/nrportal/sarathi/LLDLForm.jsp–To book a slot, go to the Maharashtra Motor Vehicle Department’s official website, and then go to the Learner’s license page. A web application number will be generated, following which you will be redirected to another page by the Ministry of Road Transport and Highways. Here, you can choose your appointment timings.
• Alternatively, you can go to the RTO in person and book a slot for the test. If it is booked online, make sure to take a copy of the appointment booking receipt with you.
• The test in Maharashtra is an online test, usually consisting of around 20 questions, regarding the rules and regulations involved in the operation of a motor vehicle.     Application for a Duplicate Driving License

    When your driving license is stolen, misplaced or damaged, duplicate license can be obtained by following the simple procedure stated by the Department. In the case of stolen or misplaced license, file an FIR immediately with the local police, and then proceed to the RTO with all necessary documents to apply for this duplicate driving license. The documents required include:

    • The duly filled in application form for issue of duplicate license, known as Form LLD (available online or at the RTO)
    • The FIR (carry multiple copies) in the case of stolen or misplaced license.
    • In the case of damage to the license, the damaged card must be submitted to the RTO.
    • Valid address proof, and if requested, proof of age.
    • The fee for duplicate license issue is Rs. 214.

    In general, the new license should take less time than that taken for the original license, but may differ from state to state. If an extended period of time passes without notification, check the status of your license with the authorities immediately.

    How to Apply for Renewal of Permanent Driving License

    Once the permanent driving license has been obtained, it is generally valid for a period of 20 years, or until obtaining the age of 50. When either of these situations occur, renewal of the license is necessary. Candidates must apply for renewal 30 days before the expiry date of the license.

    The documents required for this process include:

    • The duly filled in application for renewal form (Form 9), available online.
    • A health clearance certificate from a certified medical practitioner stating that the candidate is fit to drive.
    • Previous (expiring) driving license in original.
    • Valid proof of age and residence in original with photocopies.
    • Passport size photographs.
    • Renewal fee of Rs. 414 will also be collected.

    In general, the expired license is seized and the renewed license provided on the same day. However, if this does not happen, you can check the status of your renewed license through the number on your renewal form.

    Types of Driving License

    There are different licenses issued for different vehicles. Permanent and temporary licenses are also issued, with temporary licenses usually only being in the case of learner’s license, i.e. to enable the holder to gain enough knowledge to acquire a permanent license. Some of the main types of vehicles for which licenses are issued are mentioned below.

    1. Two wheel vehicles (with and without gears):

    Candidates are required to pass a physical test riding these vehicles to acquire the license. They generally come under the category of ‘non-transport vehicles’, as they are used for personal reasons alone.

    2. Four wheel vehicle (geared / automatic):

    There are separate licenses issued for these vehicles when used for private purposes, and separately for cabs etc. In general, they are known as ‘LMVs’, or light motor transport vehicles.

    3. Commercial vehicles:

    This includes all vehicles used for commercial purposes, including carriers and transport services.

    4. Transport vehicle

    All countries that have signed the UN convention recognize the validity of an international license issued in India for a period of one year. Holders of this license are expected to get a permanent license in the country of residence during this period.
