Terms of Reference (TOR)
A Terms of Reference or TOR, describes the purpose and objectives of, in this case, a project Environmental Impact Assessment (EIA). Prepared by the Physical Planning Division, the TOR sets the objectives, defines the scope and establishes the strategy and schedule for the EIA process.
